Introduction

This study aims to investigate the effect of various factors, including internal control systems, human resource competencies, the application of regional financial accounting systems, and organizational commitment, on the quality of financial statements of the North Labuhanbatu Regency. Regional financial supervision is also observed as a moderation variable in this relationship.

Methodology

This study used a quantitative approach to investigate the effect of various factors on the quality of financial statements of the North Labuhanbatu Regency. The research population consisted of 60 respondents originating from the Regional Work Unit (SKPD) in North Labuhanbatu Regency. The saturated sampling method was used to select all respondents involved. Data analysis was conducted using multiple linear regression methods.

Results

The results of this study showed that simultaneously, variables such as internal control systems, human resource competencies, the application of regional financial accounting systems, and organizational commitments have a significant influence on the quality of local government financial statements. However, when analyzed partially, only human resource competencies show a significant effect on the quality of financial statements, while other variables such as internal control systems, the application of the accounting system, and organizational commitment do not show significant effects.

Discussion

The results of this study highlight the importance of developing human resource competencies in improving the quality of financial statements. Competent human resources will be able to carry out their duties and responsibilities well, so as to produce accurate and reliable financial statements. The application of a good accounting system and an efficient control system is also important, but in this study, their success to show a significant effect indicates that human factors may play a role in this process.

In addition, regional financial supervision that functions as a moderation variable does not have an influence in this study. This shows that although supervision is important in regional financial management, the results may not be effective enough to influence the quality of financial statements directly in the context of North Labuhanbatu Regency. This could be caused by a lack of systematization in the implementation of supervision or limited resources.

Conclusion

This research emphasizes the need for a greater focus on strengthening the capacity of human resources within the scope of local governments in order to improve the quality of financial statements. Training and skills development for government employees must be a top priority. In addition, a deeper evaluation related to the effectiveness of regional financial supervision also needs to be done to ensure that all these components work synergistically in increasing accountability and transparency of local government financial statements.

Recommendations

Based on the findings of this study, the following recommendations are made:

Strengthening Human Resource Competencies: Local governments should prioritize the development of human resource competencies by providing training and skills development programs for government employees.
Improving Internal Control Systems: Local governments should establish and maintain effective internal control systems to ensure the accuracy, completeness, and reliability of financial statements.
Enhancing Regional Financial Supervision: Regional authorities should evaluate the effectiveness of regional financial supervision and make necessary improvements to ensure that it is effective in influencing the quality of financial statements.
Promoting Organizational Commitment: Local governments should promote a culture of organizational commitment by encouraging government employees to be dedicated and loyal to their organization.

Limitations

This study has several limitations that should be noted. Firstly, the study was conducted in a specific context, namely the North Labuhanbatu Regency, and the findings may not be generalizable to other contexts. Secondly, the study used a quantitative approach, which may not capture the complexity of the relationships between variables. Finally, the study did not investigate the impact of other factors that may influence the quality of financial statements, such as external factors or organizational culture.
