Introduction

East Aceh Regency is a region in Indonesia that is highly vulnerable to floods due to its geographical location. The area is prone to flooding due to the presence of several rivers and its low-lying terrain. The East Aceh Regency Regional Disaster Management Agency (BPBD) plays a crucial role in mitigating the impact of flood disasters in the region. However, the agency faces challenges in ensuring that all its officers are optimally prepared to deal with flood disasters. This study aims to analyze the effect of organizational resources on the preparedness of disaster management officers in East Aceh Regency.

Background

Floods are a major natural disaster that can have devastating effects on communities. In East Aceh Regency, floods can occur at any time, causing damage to infrastructure, loss of life, and displacement of people. Methodology

This study employed a survey method to collect data from 32 officers of the BPBD. The data was collected through interviews using a questionnaire and analyzed using multiple regression tests at α = 0.05. The study aimed to examine the effect of organizational resources on the preparedness of disaster management officers in East Aceh Regency.

Results

The results of the study showed that organizational resources had a significant influence on the preparedness of disaster management officers in East Aceh Regency. The study found that the following variables had a positive and significant influence on officers' preparedness:

Personnel: The number and competence of personnel were found to be crucial in increasing the preparedness of disaster management officers. This suggests that the BPBD needs to increase the number and competency of its personnel through training and simulation disaster management.
Facilities or Equipment: The availability of adequate facilities and equipment was found to be the most dominant factor affecting officers' preparedness. This indicates that the BPBD needs to increase the availability of equipment and infrastructure to support officers' preparedness.
Funds: The availability of sufficient funds was found to be essential in supporting training activities, procurement of equipment, and operational disaster management. This suggests that the BPBD needs to advocate for an increase in the disaster management budget to support personnel training, procurement of equipment, and operational disaster management.

Discussion

The results of this study highlight the importance of organizational resources in increasing the preparedness of disaster management officers in East Aceh Regency. The study found that the availability of personnel, facilities and equipment, and funds were critical in supporting officers' preparedness. These findings are consistent with previous studies that have emphasized the importance of organizational resources in disaster management.

Recommendation

Based on the results of this study, the following recommendations can be implemented to increase the preparedness of disaster management officers in East Aceh Regency:

Increasing Human Resources: The BPBD needs to increase the number and competency of personnel through training and simulation disaster management. This training needs to be designed in a structured and comprehensive manner, including various aspects of disaster management such as first aid, evacuation, and post-disaster management.
Improving Facilities and Equipment: The BPBD needs to increase the availability of adequate facilities and equipment, such as rubber boats, water pumps, and communication equipment. In addition, routine maintenance needs to be done to ensure the equipment is always in a ready-made condition.
Increasing the Allocation of Funds: The BPBD needs to advocate to the Regional Government to adjust the disaster management budget to be in accordance with real needs. Increasing the allocation of funds can be used to support personnel training, procurement of equipment, and operational disaster management.

Conclusion

In conclusion, this study highlights the importance of organizational resources in increasing the preparedness of disaster management officers in East Aceh Regency. The study found that the availability of personnel, facilities and equipment, and funds were critical in supporting officers' preparedness. The recommendations provided in this study can be implemented to increase the preparedness of disaster management officers in East Aceh Regency and minimize the negative impacts of flood disasters on the community.

Limitation

This study has several limitations. Firstly, the study only focused on the preparedness of disaster management officers in East Aceh Regency and did not consider other factors that may influence preparedness. Secondly, the study only used a survey method to collect data and did not use other methods such as case studies or interviews. Finally, the study only considered the organizational resources of the BPBD and did not consider other factors such as community resources or government policies.
